Annual General Adjustment Reports

Each year, staff of the Rent Control Board review changes in apartment operating costs and recommends a general rent adjustment to the Board. This report includes a summary, recommendation, methodology and calculation of the general adjustment. The report is issued each May, and the Rent Control Board holds a public hearing in early June where they decide the annual increase that will apply to all eligible controlled units.

Operating Budget Reports

This is the adopted Rent Control Agency budget for the current fiscal year.  The document also includes revenue projections, an overview of the Agency organization and goals and departmental descriptions.  Operating budget reports for the upcoming July to June fiscal year are approved by the Board following a public hearing in June.

Annual Reports

This report reviews significant developments during the prior year; changes in the housing stock; and programs, policies and administration of the Rent Control Agency. Through 2006, annual reports were on a fiscal year basis and beginning in 2007 are prepared on a calendar year basis.

Impact of the Ellis Act

This report reviews Ellis activity (applications, completed and pending withdrawals and re-rentals) and details redevelopment and re-use of properties withdrawn under the Ellis Act. It is prepared each spring to cover activity during the prior calendar year.

Impact of Market Rate Vacancies

This report analyzes the effects of the state-initiated vacancy decontrol-recontrol law with regard to units rented at market rates, new rent levels, and the impact on affordability. Each report is cumulative beginning with activity on 1/1/1999.
