The Charter of the City of Santa
Monica, specifically Article XV—Fiscal
Administration, provides the framework for the
preparation and adoption of an annual budget for
each fiscal year. This includes:

Fiscal Year definition — July
1 through June 30

Proposed budget preparation
by the City Manager, in consultation with
each department head
-
Proposed budget submission to
City Council at least 35 days prior to the
beginning of each fiscal year (May 27)
-
Budget adoption by City
Council on or before June 30 following a
public hearing where stakeholders are given
an opportunity to comment on the proposed
budget
